Women victims of violence are not recognized as a specific social category and there are no specialized services only for them

March 25th, 2019: Аt the third meeting of the Network of Women in Southwest Serbia, the results of mapping social services for women victims of violence in the municipalities of Prijepolje and Tutin and the cities of Uzice, Kraljevo and Novi Pazar were presented.

Mapping results tells us that in budgets, public procurements and social institutions in  municipalities and cities which were analyzed are no allocations that are directly targeted at helping women victims of violence.

Social protection, counseling, therapeutic and educational services, support for children and families with children, temporary accommodation, etc. are provided in all towns and municipalities in social care, but there are no services directly targeted at women victims of violence, although they are recognized as beneficiaries of some listed services.

From 2016 to 2018 in Tutin for 16, and in Prijepolje for 6 women victims of violence were paid housing or are otherwise taken care of, in Kraljevo the accommodation service is provided for 13 women victims of violence, while in Novi Pazar and Uzice no woman is not taken care of. On the other hand, SOS telephones of members of the Women’s Network of Southwestern Serbia from 2016 to 2018 ringed 2917 times, and some kind of support was provided for 1076 women victims of violence.

It is concluded that women victims of violence in the social protection system are not recognized as a specific social category and there are no specialized services for them only.

Recommendations of the Women’s Network of Southwestern Serbia is to come to the final establishment of a unique electronic database, in which all relevant institutions should enter data on cases of violence, which is the obligation imposed by the new Law on Prevention of Domestic Violence.

The Network also recommends local governments to take into account licensed organizations in the financing of social services, and not only the Centers for Social Work, which because of the scope of their work can not enough work on women victims of violence and provide them with all the necessary services and support.

На трећем састанку Мреже жена југозападне Србије представљени су резултати Мапирања услуга социјалне заштите усмерене ка женама жртвама насиља у општинама Пријепоље и Тутин и градовима Ужице, Краљево и Нови Пазар.

Резултати мапирања су да у буџетима, јавним набавкама и социјалним установама анализираних општина и градова не постоје издвајања која су директно усмерена на помоћ женама жртвама насиља. У свим градовима и општинама у оквиру социјалне заштите пружа се социјална помоћ, саветодавно-терапијске и едукативне услуге, подршка деци и породици са децом, привремени смештај и слично, али не постоје услуге директно намењене женама жртвама насиља, иако су препознате као кориснице неких од набројаних услуга.

Од 2016. до 2018. у Тутину је за 16, а у Пријепољу за 6 жена жртава насиља плаћен смештај или су збринуте на неки други начин, у Краљеву је услуга смештаја обезбеђена за 13 жена жртава насиља, док у Новом Пазару и Ужицу ниједна жена није збринута. С друге стране, СОС телефони чланица Мреже жена југозападне Србије од 2016. до 2018. године звонили су 2917 пута, а неки вид подршке пружен је за 1076 жена жртава насиља.

Намеће се закључак да жене жртве насиља у систему социјалне заштите нису препознате као специфична социјална категорија и не постоје специјализоване услуге само за њих.

Препоруке Мреже жена југозападне Србије је да дође до коначног успостављања јединствене електронске базе података, у којој би све релевантне институције требало да уносе податке о случајевима насиља, што је обавеза коју је донео нови Закон о спречавању насиља у породици.

Мрежа такође препоручује локалним самоуправама да приликом финансирања социјалних услуга у обзир узму и лиценциране организације, а не само Центре за социјални рад, који због обима посла не могу довољно да се посвете раду са женама жртвама насиља и пруже им све неопходне услуге и подршку.
