Support for Women Victims of War in B&H/Podrška ženama žrtvama rata u BiH

3 July 2018 – On the occasion of the 26 June, the International Day in Support of Victims of Torture, the Foundation United Women Banja Luka and the Association of Women Victims of War of the Republic of Srpska organized the street action in Banja Luka to raise public awareness on needs of women victims of war, and inform women and men citizens on available support and assistance to women victims/witnesses available through multi-disciplinary networks established on regional and cantonal level throughout Bosnia and Herzegovina.

At the end of June 2018, the People’s Assembly of the Republic of Srpska adopted the Law on Protection of Victims of War Torture that recognizes women victims of sexual violence as beneficiaries, and regulates their specific rights, as follows: monthly allowance, health insurance, exemption from obligation to pay part of the costs of health services, spa rehabilitation, and subsidies for employment and self-employment.

The Law also regulates right of the torture victim to get special psychological support, as well as social protection, free legal aid, and exemption from paying administrative and court taxes and costs.

Adoption of the Law is the first systemic effort to enable women victims of sexual violence and torture in the Republic of Srpska, as one of the most marginalized and discriminated categories of women, to protect their rights, and receive assistance and support.

3. juli 2018. godine – Povodom obilježavanja 26. juna, Međunarodnog dana podrške žrtvama torture, Fondacija Udružene žene Banja Luka i Udruženje žena žrtava rata Republike Srpske su organizovali uličnu akciju u Banjaluci. Akcija je organizovana u cilju podizanja svijesti javnosti o potrebama žena žrtava rata i informisanja građanki i građana o dostupnoj podršci i pomoći za žene žrtve/svjedokinje kroz multi-disciplinarne mreže podrške koje su uspostavljene na regionalnom i kantonalnom nivou širom Bosne i Hercegovine.

Narodna skupština Republike Srpske je krajem juna 2018. godine usvojila Zakon o zaštiti žrtava ratne torture, koji prepoznaje žene žrtve seksualnog nasilja kao kategoriju, i reguliše njihova specifična prava, kako slijedi: pravo na mjesečno novčano primanje, pravo na zdravstveno osiguranje, pravo na oslobađanje od troškova ličnog učešća u korištenju zdravstvene zaštite, pravo na banjsku rehabilitaciju, i pravo na podsticaj u zapošljavanju i samozapošljavanju po posebnim potrebama.

Zakon takođe reguliše pravo žrtava torture na posebnu psihološku pomoć, kao i socijalnu zaštitu, besplatnu pravnu pomoć i oslobađanje od plaćanja troškova administrativnih troškova i sudskih taksi.

Usvajanje ovog zakona je prvi sistemski napor u pravcu zaštite žena žrtava seksualnog nasilja i torture u Republici Srpskoj, kao jedne od najviše marginalizovanih i diskriminisanih grupa žena, i omogućavanja pristupa pravima, podršci i pomoći.
