Cooperation of institutions with civil society organizations is bad / Saradnja institucija sa organizacijama civilnog sektora je loša

July 7th, 2018: One of the conclusions of the meeting of Women’s Network against Violence of South-West Serbia, held for the weekend in Terzic Avlija near Uzice, is that the cooperation of institutions with civil society organizations is mostly poor, because institutions, instead of seeing partners in NGOs and developing cooperation, often experience them as a competition, and representatives of women’s nongovernmental organizations have been expelled from the Gender Equality Council.

In addition to the plans for formalization of the Network and licensing for the provision of SOS telephone services, project activities and organization of actions, representatives of five women’s NGOs from Southwestern Serbia discussed the current position of civil society organizations dealing with gender equality and improving the position of women in society.

It was pointed out that cooperation between the non-governmental sector and responsible state and municipal bodies and institutions is necessary in order to improve the treatment of women victims of violence, for their better protection and support, and in general for improving the position of women.

Representatives of women’s organizations said that cooperation with the Center for Social Work is at a bad level, that representatives of the non-governmental sector are expelled from the Council for Gender Equality of Municipalities and Cities and that the principles of the Istanbul Convention are not applied consistently.

A visit to the Recycling center was initiated by the organization Women’s Center of Uzice who created it, and women discussed about possibilities for employment of women with disabilities and women victims of violence through the model of social entrepreneurship, as well as the improvement of the recycling process of textiles.

The network of women against the violence of Southwestern Serbia was established last year, as a branch of the national network in order to decentralize and regionalize, and members are “Fenomena” from Kraljevo, “Impuls” from Tutin, “Damad” from Novi Pazar, “Women’s Center Uzice” and “Women’s forum” Prijepolje.

Jedan od zaključaka sastanka Mreže žena protiv nasilja Jugozapadne Srbije, koji je za vikend održan u Terzića Avliji nadomak Užica, jeste da je saradnja institucija sa organizacijama civilnog društva uglavnom loša, jer institucije umesto da u nevladinim organizacijama vide partnere i razvijaju saradnju, često ih doživljavaju kao konkurenciju, a predstavnice ženskih nevladinih organizacija su istisnute i iz Savetâ za rodnu ravnopravnost.

Osim o planovima za formalizaciju Mreže i licenciranju za pružanje usluga SOS telefona, projektinim aktivnostima i organizovanju akcija, predstavnice pet ženskih nevladinih organizacija iz Jugozapadne Srbije razgovarale su o trenutnom položaju organizacija civilnog društva koje se bave rodnom ravnopravnošću i unapređenjem položaja žena u društvu.

Istaknuto je da je za unapređenje postupanja sa ženama žrtvama nasilja, za njihovu bolju zaštitu i podršku i uopšteno za unapređenje položaja žena neophodna saradnja između nevladinog sektora i odgovornih državnih i opštinskih tela i institucija.

Predstavnice ženskih organizacija kažu da je saradnja sa Centrima za socijalni rad na lošem nivou, da su predstavnice nevladinog sektora istisnute iz Savetâ za rodnu ravnopravnost opština i gradova, da se principi Istanbulske konvencije ne primenjuju dosledno.

Organizovana je poseta Reciklažnom pogonu koji je pokrenula organizacija „Ženski centar Užice“ i razgovarano o mogućnostima za zapošljavanje žena kroz model socijalnog preduzetništva, kao i o unapređenju procesa reciklaže tekstila.

Mreža žena protiv nasilja Jugozapadne Srbije je u cilju decentralizacije i regionalizacije osnovana prošle godine kao ogranak nacionalne Mreže, a čine je „Fenomena“ iz Kraljeva, „Impuls“ iz Tutina, „Damad“ iz Novog Pazara, „Ženski centar Užice“ i „Forum žena Prijepolja“.
