“Concrete efforts towards addressing sexual violence in Albania”/ Përpjekje konkrete në drejtim të adresimit të dhunës seksuale në Shqipëri”
April 16, 2018 – There are very few discussions or reports about sexual violence, but it is present and affects people of different sex and age groups, at national level. Consequently, there is an urgent need for the establishment of specialized centers providing inter sectoral services for survivors of different forms of sexual violence.
The Ministry of Health and Social Protection (MSHMS) and UN Women Albania, in close collaboration with the Ministry of Interior, the Albanian State Police, and ICITAP, with the financial support of the Swedish government, have undertaken the new initiative of assessing the actual situation and proposing the most appropriate model of services for victims/survivors of sexual harassment and sexual violence in Albania. This initiative is highlights the importance of promoting reporting of this form of violence and appropriate response based on victims / survivors’ needs, in accordance with the requirements and standards of the Istanbul Convention.
There are very few discussions or reports about sexual violence, but it is present and affects people of different sex and age groups, at national level. This is one of the recommendations of the study about the best models of services for survivors of sexual violence.
The most effective models that can be established in Albania, were discussed in a technical meeting held on 16th of April 2018 with representatives of institutions and civil society organizations and is expected to be consolidated in the next weeks.

Ministria e Shëndetësisë dhe Mbrojtjes Sociale (MSHMS) dhe UN Women Albania, në bashkëpunim të ngushtë me Ministrinë e Brendshme, Policinë e Shtetit Shqiptar dhe ICITAP, me mbështetjen financiare të qeverisë Suedeze, kanë ndërmarrë iniciativën e re të vlerësimit të situatës aktuale dhe propozimit të modelit më të përshtatshëm të shërbimeve për viktimat / të mbijetuarit e ngacmimit seksual dhe dhunës seksuale në Shqipëri. Kjo iniciativë thekson rëndësinë e promovimit të raportimit të kësaj forme të dhunës dhe reagimit të duhur bazuar në nevojat e viktimave / të mbijetuarve, në përputhje me kërkesat dhe standardet e Konventës së Stambollit.
Shumë pak flitet apo raportohet, por dhuna seksuale është prezente dhe prek njerëz nga gjini e grupmosha të ndryshme, në mbarë vendin. Si pasojë ka një nevojë urgjente për ngritjen e qendrave të specializuara që ofrojnë shërbime ndërsektoriale për të mbijetuarat/it e formave të ndryshme të dhunës seksuale në Shqipëri.
Ky është një nga rekomandimet e studimit mbi modelet e shërbimeve për të mbijetuarat/it e dhunës seksuale, i bërë pas vlerësimit të situatës aktuale.
Propozimi për modelet e shërbimeve më të përshtatshme për vendin tonë, u diskutua në një tryezë teknike, mbajtur më 16 prill 2018, me përfaqësues të institucioneve dhe organizatave të shoqërisë civile dhe pritet të konsolidohet në javët në vijim.
