National SOS telephone only in consultation with women’s organizations / Национални СОС телефон само уз консултације са женским организацијама

December 27th, 2018: Regarding the statement of the Minister Zoran Djordjevic that the Ministry of Labor, Employment, Veteran and Social Affairs entrusted with a service of the National SOS Hotline for women victims of violence, the Department for the protection of children, infants and adults in Belgrade Women’s Network of Southwest Serbia addressed the press release.

The announcement states that the intention of the Ministry to allocate a service to a state institution that has never dealt with the provision of this specialized service and which is not on the list of licensed SOS telephone providers is absolutely unacceptable and contrary to the standards of the Council of Europe Convention on the Prevention and Combating Violence against Women and Violence in the family, to which the Ministry has drawn attention and the European Wave Network against Violence. It was pointed out that the basis of the Convention that it ratified, Serbia is obliged to work closely with specialized women’s associations working in the field of combating violence against women.

The Women’s Network of Southwestern Serbia reminds that although the establishment of the National SOS telephone is of great importance for the empowerment of women who survive male violence, the Ministry has so far invoked trials that have been annulled after the reaction of the Women’s Network against Violence since they were in violation of international and domestic legislation governing this field.

Due to all of the above, the Network appeals to Minister Djordjevic to give up the announced intention to allocate the service of the National SOS phone to a state institution with no references or a license to provide this service and to establish a dialogue with women’s organizations against violence in order to find the best solution for providing services of the National SOS phone for women with experience of violence.

Within the National Women’s Network against Violence, there are currently five licensed providers of SOS telephone services, of which one women’s association licensed for SOS service is from the region of Southwestern Serbia, while another association is in Process of licencing.

Поводом изјаве министра Зорана Ђорђевића да ће Министарство за рад, запошљавање, борачка и социјална питања поверити услугу Националног СОС телефона за жене жртве насиља Заводу за заштиту деце, одојчади и одраслих у Београду, саопштењем за јавност обратила се Мрежа жена Југозападне Србије.

У саопштењу се каже да је намера Министарства да додели услугу државној установи која се никада није бавила пружањем ове специјализоване услуге и која није на списку лиценцираних пружалаца услуге СОС телефона апсолутно неприхватљива и супротна стандардима Конвенције Савета Европе за спречавање и борбу против насиља над женама и насиља у породици, на шта је Министарству скренула пажњу и европска Вејв мрежа против насиља. Истакнуто је да је основу Конвенције коју је ратификовала, Србија дужна да блиско сарађује са специјализованим женским удружењима која раде у области сузбијања насиља над женама.

Мрежа жена југозападне Србије подсећа да иако је успостављање Националног СОС телефона од велике важности за оснаживање жена које преживљавају мушко насиље, Министарство је до сада три пута расписивало конкурсе који су након реакција Мреже жена против насиља поништавани, јер су били у супротности са стандардима међународног и домаћег законодавства који уређују ову област.

Због свега наведеног, Мрежа апелује на министра Ђорђевића да одустане од најављене намере да додели услугу Националног СОС телефона државној установи која нема ни референце, ни лиценцу за пружање ове услуге и да успостави дијалог са организацијама Мреже жена против насиља у циљу изналажења најбољег решења за пружање услуге Националног СОС телефона за жене са искуством насиља.

У оквиру националне Мреже жена против насиља тренутно постоји пет лиценцираних пружалаца услуге СОС телефона, од тога у региону југозападне Србије једно женско удружење је лиценцирано за СОС услугу, док је још једно удружење у процесу лиценцирања.
